The Arizona Corporation Commission's July 10, 2026 update says the hearing ran May 18 through July 7, 2026. An administrative law judge's recommended order was expected in late November 2026, with a commission vote deadline of December 31, 2026. If approved, rates would begin in early 2027. APS's public notice, filed June 13, 2025, requested a base-rate revenue increase of $662.44 million, or 15.99 percent, and a net customer-revenue increase of $579.52 million, or 13.99 percent, after adjustor transfers. The residential class figure in that notice is 16.44 percent, and the requested return on equity is 10.70 percent. APS said a typical 1,000 kWh bill would rise about $20 a month if the request were approved as proposed. Current rates trace to Decision 79293, effective March 1, 2024.
Parties argued an Extra High Load Factor treatment for very large users, including data centers and manufacturing, and a formula rate mechanism. Those were arguments in an open case, not approved charges.
