13.98¢ per kWh is below Arizona's 2025 residential average of 15.26¢. July 2026 in the state was 15.38¢, versus 15.34¢ a year earlier (+0.3%). The utility figure is a full year of average revenue. The state figure is one later month. A household that uses more than 1,143 kWh will not land on $159.71.

Not a typical investor-owned rate case

Salt River Project is political subdivision in the EIA filing, so retail rates are often set by a public board rather than a state commission docket. The 2025 full-service average was 13.98¢ per kWh. Which board adopted the current tariff needs verification unless a decision is cited below.

Season

Salt River Project customers in Arizona average 1,143 kWh a month across the whole year, against a statewide residential average of 1,030 kWh. Summer afternoons do not look like that average. An air conditioner, a pool pump, or a hotter month can move the bill before any rider does.

Time-of-use is already on the EIA schedule

EIA's 2025 dynamic-pricing file shows residential time-of-use activity at Salt River Project, with 360,908 residential customers enrolled in dynamic pricing. The expensive window is in the tariff, not in that enrollment count. Shifting a dishwasher or an EV charger only helps if you are actually on that schedule.

Board approved a 2.4 percent overall change for November 2025

SRP's elected board approved a pricing proposal that raises overall prices 2.4 percent. Base revenue increases $169 million. Fuel and purchased-power revenue recovered through the Fuel and Purchased Power Adjustment Mechanism decreases $68.7 million. Effective with the November 2025 billing cycle, a residential customer using 1,117 kWh pays 3.5 percent more, or $5.61. SRP's residential-changes page shows the residential class at 3.4 percent overall (base +4.2 percent, fuel −0.8 percent) and residential solar at 5.5 percent. New E-16 and E-28 time-of-use plans start the same cycle. Several older plans freeze to new customers and end no later than the November 2029 billing cycle. SRP is a public power district. This was a board vote, not a state commission rate case.

How to lower the bill

  1. Read the kilowatt-hours against this filing's average of 1,143 kWh a month. If your use is the thing that moved, the dollar total can rise on an unchanged rate.
  2. On the statement, separate the base energy charge from fuel or rider lines. A rider can move the total in a month when no new base-rate order exists.
  3. In Arizona, the expensive hours are late afternoon and early evening in summer. Raise the cooling setpoint when you are out, and run the dryer, the dishwasher, and any pool pump outside those hours if your tariff charges more then.
  4. SRP's E-16 and E-28 plans price a super off-peak window from 8 a.m. to 3 p.m. at half the basic plan. They help only if you can move use into that window. Older plans freeze and end no later than the November 2029 cycle.
  5. Ask about SRP Economy Price Plan before a payment arrangement. Income rules are on the linked page.
  6. If the read is marked estimated, the next actual read can true the account up or down. The tariff rule for that true-up needs verification.

Are data centers why this bill went up?

Large computing load is raising U.S. electricity demand, and regulators can later recover new generation and wires costs from customers. EIA has not published a dollar line that isolates data centers on this utility's residential bill. That pass-through needs verification.
